Monsignor Edward M. Miller, pastor of St. Bernardine in Baltimore and one
of six remaining members of the 1971 ordination class for the archdiocese,
admitted that he feared oversleeping on his ordination day after 12 years of
seminary training, and that he would have to wait another year to be ordained.
Monsignor Miller, comes from a religious family, with one brother who is a
Christian Brother and one who is a Holy Cross Brother, has spent all but four
years of his ministry at St. Bernardine and said parishioners are like family
members to him. He loves his lifelong calling to the priesthood.
S. Monet Sifford-Wilson, M.D., Board Member

Dr. Sifford-Wilson is a currently Medical Director for Victoza Diabetes at Novo
Nordisk Inc. Prior to obtaining that position Dr. Sifford-Wilson served as Senior
Endocrinology Medical Science Director at Novo Nordisk, Team Leader for Pfizer’s
Diabetes & Obesity national field-based medical team, Mid-Atlantic Director of
Diabetes & Endocrinology for Pfizer’s U.S. Regional Medical & Research Specialist
Group and as a member of the Cardiovascular Medical Strategy team. In these
positions, she worked closely with internal and external stakeholders in the areas of
diabetes, obesity, cardiovascular research and education
Prior to entering the pharmaceutical industry in 2001, Dr. Sifford-Wilson spent the
majority of her professional career in private medical practice, both in Sumter, South
Carolina and Dover, Delaware. She is Board Certified in Internal Medicine and is a
Fellow of the American College of Physicians.
Dr. Sifford-Wilson is a native of Baltimore, Maryland, having graduated from Milford
Mill Sr. High School and Franklin & Marshall College in Lancaster, PA. She completed
her medical school education at the University of Maryland School of Medicine in
Baltimore and her internship and residency at the Ohio State University Hospitals in
Columbus, Ohio.
Dr. Sifford-Wilson is the recipient of many awards, including, the 2004 Pfizer Upjohn
Award for Community Service. She served proudly as Delaware president of the
National Medical Association (NMA) for five years and is currently the NMA Region II
Secretary. She is also a board member of Witney’s Lights, an organization committed
to the eradication of domestic violence. However, her true passion lies in community
medical education, health literacy and youth leadership.
Dr. Sifford-Wilson resides in Dover, DE with her husband of 23 years, Dr. Calvin T.
Wilson II and her two children, Jessica Lauren, 21 and Calvin “Chipper,” 19.
Etosha D. Dixon, M.D., Secretary
Geriatric Physician
Baltimore County, MD
(1997). She then attended the University of Maryland School of Medicine where she
attained her doctorate degree (2001). Dr. Dixon subsequently attended Family Dr.
Dixon received her BS degree at the University of Maryland at College Park Medicine
Residency Program at Christiana Care in Newark, Delaware. After completing her
Family Medicine Residency and obtaining board certification in Family Medicine, she
joined a physician home health group that practiced in the
Baltimore/Washington Metropolitan Area. After a year of physician home
health, Dr. Dixon became the first Geriatrics Fellow in the state of West Virginia at
the fellowship in West Virginia University- Eastern Division and subsequently became
board certified also in Geriatrics.
Since completing her geriatrics fellowship, Dr. Dixon has been a practicing
geriatrician at a continuing care retirement community in Baltimore County. She is
also a part-time instructor for the Johns Hopkins School of Medicine Division of
Geriatric Medicine and Gerontology where she assists in training geriatrics fellows at
the community's practice.
Dr. Dixon remains a lifetime member of the St. Bernardine's Roman
Catholic Church in Baltimore, MD.
Kevin A. Lucas; Ph.D., Executive Director
Dr. Lucas earned a bachelors degree in Accounting and a bachelors
degree in Business Administration from Delaware State University. He
began his professional career with the Allstate Insurance Co. in
Whippany, NJ and later transferred to the company's Financial Services
Division in New Castle, DE where he spent 20 years working in the
areas of Leadership development and Operations Management.
Dr. Lucas also holds a M.B.A from Delaware State University and a
Ph.D. in Organizational Leadership from Regent University. In 2007 Dr.
Lucas joined the Business Faculty at Wilmington University where he
teaches in the Organizational Management Department. Dr. Lucas is a
proud member of the Omega Psi Phi Fraternity, Inc. and serves as the
Keeper of Finance and Fundraising Chairman for the Psi Iota Chapter,
Dover, Delaware. He also, serves on the Board of Deacons at The
Calvary Baptist Church, Dover, Delaware.
Michael C. Wilson, Treasurer
Michael C. Wilson is the Program Facilitator for the Brother to Brother
Mentoring and Leadership Program that focuses on developing a community of
leaders. The mentoring program stresses high academic achievement, self-
discipline, and values and practices that lead to responsibility and accountability
to self, family and community. Michael has conduct several research studies on
the psychosocial development of the African American males and how
mentoring and other support programs can assist this population to address
many of the complex social issues that confront them in society by providing
alternatives to community violence, substance abuse and delinquency.
Professionally, Michael has over thirty years of experience in the field of
education and currently works with Baltimore County Public School’s Office of
Student Support Services to provide educational programming for identified
secondary school students at-risk for academic failure.
Michael holds a masters degree in Secondary Education from Old Dominion
University, a master of education degree in School Improvement Leadership
from Goucher College and a master of science degree in special education from
Grand Canyon University.
Asi Ofosu, J.D., Board Member
Asi Ofosu is the Legislative Director and Deputy Chief of Staff for Congresswoman
Yvette D. Clarke. As Legislative Director and Deputy Chief of Staff, Ms. Ofosu
assists in the development of policy positions and legislative initiatives for the
Congresswoman. She also manages the legislative staff and advises the
Congresswoman on homeland security, appropriations, transportation, education,
aging, social security, science & technology, and health care issues. Immediately
prior to joining Congresswoman Clarke’s office, Ms. Ofosu was on the staff of
Congresswoman Carolyn Cheeks Kilpatrick and Congressman Elijah Cummings.
Ms. Ofosu is an active member of Alpha Kappa Alpha Sorority, Inc. She has held
several positions at the undergraduate and graduate level as well as being a member
of a regional leadership committee. Ms. Ofosu is currently a member of Epsilon Iota
Omega Chapter and is the editor of the chapter’s newsletter and the Graduate
Advisor for Delta Lambda, the undergraduate chapter at Delaware State University.
Ms. Ofosu is also a member of the Dover, Delaware chapter of the Links,
Incorporated where she is the chapter’s journalist. Professionally, she is a member
of the Congressional Black Associates, the Congressional Legislative Assistants
Association, the Women’s Congressional Staff Association, and alumni of the
Partnership for a Secure America’s Congressional Fellowship program.
A native of Detroit, Michigan, Ms. Ofosu was raised in Dover, Delaware. She holds
a law degree from Widener University School of Law and B.S. in psychology from
Delaware State University. She is a member of Jericho City of Praise in Landover,
Maryland, where she is a member of the choir and works in the church nursery.
Ms. Ofosu is a political enthusiast who loves to cook, travel, listen to music-
especially gospel, and spend time with family and friends.





Robin Weinstein, Ed.D, Board Member
Dr. Weinstein is a graduate of Bridgeton High School where he served as Student
Body President. He attended Eastern University in Saint Davids, PA and received
a Bachelor of Arts degree in Justice, Law, and Society. During his time at
Eastern University he held a number of leadership roles, including Student
Government President in which he spearheaded a campaign to make the
university more environmentally friendly by convincing the students and
administration to purchase renewable energy. Dr. Weinstein's scholarship and
pragmatic activism earned him a number of accolades including: Cum Laude
honors, Who’s Who Among College & University Students, Student Body
Award, and the Faculty Achievement Award.
Dr. Weinstein is also a graduate of Eastern Baptist Theological Seminary with a
Masters of Theological Studies in Faith and Public Policy. As the first
Wilberforce Public Policy Research Scholar at the Sider Center, Robin acted as a
principal researcher to revise widely read social justice publications such as Rich
Christians in an Age of Hunger and Just Generosity: A New Vision for
Overcoming Poverty in America.
After graduating from seminary, Dr. Weinstein served as an adjunct instructor of
biblical/theological studies and social ethics at the Nueva Esperanza Center for
Higher Education/ Eastern University located in Philadelphia, PA and political
science at Cumberland County College in Vineland, NJ.
Dr. Weinstein's community activities include: Chairman of the Board of Directors
for the United Way of Salem County, member of the Salem Community College
Trustee Search Committee, member of the Salem County Children's Health and
Welfare Advisory Council, and member of the Salem County Tourism Advisory
Council. He is also a member of Evangelicals for Social Action, World Affairs
Council of Philadelphia and the National Association of Evangelicals.
Dr. Weinstein is also a certified Senior Professional in Human Resources and
earned his doctorate in Organizational Leadership from Wilmington University.
Asua Ofosu, J.D., Board Member
Asua Ofosu is the Manager of Government Relations for the National Association
of Social Workers (NASW). Ms. Ofosu began her tenure at NASW in 2006 as the
NASW health lobbyist and handles a variety of health issues ranging from health
disparities, genetics, HIV/AIDS, aging, and cancer. She serves as the GR
representative to the Social Work Reinvestment Initiative and focuses on social
work safety and social work research issue areas. Prior to her work at NASW,
Ms. Ofosu was a health lobbyist and grassroots manager for a number of health
care organizations including the American Thoracic Society and the Health Care
Practice Group of Smith, Bucklin and Associates.
Ms. Ofosu holds a J.D. from Widener University and B.S. in psychology from
Delaware State University. Ms. Ofosu is a member of the group African-American
Women on the Hill as well as the Washington Government Relations Group, an
organization for African-American lobbyist in the Washington, DC area. In addition,
Ms. Ofosu is an active member of Alpha Kappa Alpha, Sorority, Inc. where she
has served in many leadership roles on the local and regional level, including
undergraduate chapter president, graduate chapter parliamentarian and
corresponding secretary and a Cluster II representative to the North Atlantic Region
Protocol Committee. Ms. Ofosu is also a member of Jericho City of Praise in
Landover, MD, where she is a member of the Jericho Mass Choir.

Quincy A. Rose-Lucas, M.A., President/Founder
Quincy earned a bachelor’s degree in Elementary Education and a master’s degree in Curriculum and Instruction from
Delaware State University. Quincy works as the Director of Curriculum at Family Foundations Academy. She is
currently pursuing a Doctorate degree in Education with a concentration in Organizational Leadership at Wilmington
University. Quincy has served in numerous leadership roles throughout the state of Delaware, including, an appointment
by the Governor to the Board of Directors for the Children's Trust Fund, Executive Board member of the Epsilon Iota
Omega Chapter of Alpha Kappa Alpha Sorority, Inc., and the International Trends and Services Chairperson for the
Dover, Delaware chapter of The Links, Inc.
Recently, Quincy was selected to be a Scott-Hawkins Leadership Fellow for The Links, Inc.; an honor bestowed to
only 47 exemplary young leaders worldwide. Quincy is a member of the Women of Color Task which is a statewide
domestic violence awareness organization. She also serves on the Deaconess Board at Calvary Baptist Church, Dover,
Delaware. History was made in August 2008 when Quincy was chosen to give the Vice Presidential Nomination
address at the Democratic National Convention in Denver, Colorado. She is the first African American and the first
Delawarean to hold this distinction.
